William R. Orr, Of Counsel

Mr. William Orr was born in Indiana. He attended Indiana University for undergraduate studies and Lincoln School of Law in Sacramento. Admitted to the California State Bar in 1978. He has represented Plumas, Sutter, and Yuba Counties at various times as a Deputy County Counsel, Deputy District Attorney, and Public Defender.

He has been representing injured workers in California for over thirty-five years at all levels within the Workers’ Compensation system: trial, appeals, writs, and motions.

Mr. Orr is known through the community as a skilled, honest, fair, ethical, intelligent and creative lawyer.


Thao Duong

Thao is an alumni of UC Davis with a Bachelor’s in Exercise Biology. She is a proud graduate of Lincoln Law School of Sacramento.

Involved in Workers’ Compensation since 2012, Thao has helped injured workers achieve their career goals as a vocational counselor. 

In 2018, Thao began her legal career at Marcus, Regalado, & Marcus as a clerk and then in 2019 as an attorney. She was mentored by Marc Marcus and Jason Marcus. 

In 2023, she joined Mr. William Orr to form the Law Office of Orr & Duong as managing attorney. 

She’s spoken at California Association of Applicants’ Attorneys Association (CAAA), Association of Workers’ Compensation Professionals (AWCP), and Center for Workers’ Rights.

Recently, Thao was awarded the title of Northern California Rising Star 2024 by Super Lawyers publication. 

Thao is passionate about helping injured workers and fighting the good fights. She holds a Black Belt in Tae Kwon Do. She is fluent in Vietnamese.
